Public Housing

The Housing Authority of Elgin, Illinois, manages 255 Public Housing units, comprised of a 150 unit (age 50+) high rise and 7 family developments consisting of 105 total units.

We are continuously evaluating and upgrading our properties. We have recently completed several phases of improvement to Clifford/Owasco, which is one of our larger developments. The enhancements have proven to increase the quality, tenant satisfaction and marketability of our property.

Section 8

 The Section 8 voucher program provides opportunities for low-income families to obtain rental housing outside areas of poverty or minority concentration. The Housing Authority of Elgin currently administers 913 Section 8 participants who live in approved privately owned housing throughout a large portion of Kane County and Elgin’s Cook county.

When a family is deemed eligible for Section 8 assistance, they receive a Voucher (Form HUD-52646). The family then begins their search for a suitable place to live in the open housing market. Owners of private housing looking to accept Section 8 families must be registered with the HAE in order to verify housing quality standards and lease terms.

Family Self Sufficiency

 You may want to think of the FSS (Family Self-Sufficiency) program as a bridge that will help your family overcome the obstacles you encounter in your journey towards self-sufficiency.

First, your family will develop a blueprint for its bridge with the help of the FSS Specialist. This blueprint is called an Individual Training and Service Plan (ITPS). The ITPS outlines the steps your family will take to achieve the earning power needed to be self-supporting.
